In general both Options 1 and/or 2 can be acceptable if it meets the criteria as mentioned under Para 1 to 4. We don't want to have a serious accident due to an UNSTABLE table-top, that's all. This has more to do with common sense. And centre-of-gravity. For example, can a child or person leaning on the side/edge of the table make it topple down? With four legs, this can never happen to a table. But look at the photo.... seems "scary" right?
