No, it's not true. I have 2 wealth elements and 3 intelligence elements and I'm neither a celebrity nor famous. I would think it really depends on the entire structure of your four pillars and the way you were brought up. It's like if your chart indicates you have the talent to become a painter but if you were never given a brush when you were a kid, then you'll never become a rich and famous painter.
