activation of water star in south sector

Dear Robert,


I am staying in a period 6 East 1 house.The north sector got a water star 8 which co-incidently is in the toilet which cannot be activated. But in the south sector there is a base star 1, mountain star 4 and a water star 9. Kindly adv whether this water star 9 can be activated as this sector belong to the fire element. If can what items should i place.thks.
