Flower beds in the NE and W

Hi. I see there's questions about construction in the East. My question is: Would there be any ill effects from tearing out flower beds in the W and SW, and building a raised bed in the NE this year? The earth *would* be disturbed by putting in rebar to hold the timbers down in the NE and taking out rebar in the W and SW. If there is the possibility of ill effects, it would definitely be worth waiting until next year. Your input is very much appreciated.
