Using House Number Report

Just need to know when using the house number report, do we enter the TOP date as the year ? or the year the 99ys lease starts ?

1. More importantly; the year the home was stayed-in. Thus most likely, the TOP date.

2. Do take note that it is meant for a high-rise: flat/condo/apartment and not a landed property such as a terrace/semi-detached or a bungalow.
