The garden above the new HDB Havelock Road flats are still under-construction.
But doesn't the roof top garden with it's distinct geometric design starting to look very lovely?
I believe the first generation, new estate in Punggol (around 10 years ago) were the first few which had experimented with a roof garden on top of the multi-storey car-park. Instead of the car-park running up to the roof-top.
Since, then, many older estates and the rest of the estates in Singapore, like this newer generation estates have a roof-top (not exactly sky garden...)

Actually, the sky bridge is a linking bridge linking the two roof-tops of the two multi-storey car parks at HDB Punggol Sapphire...
Perhaps, this is the unique feature (roof bridge-link) of this estate..

This year, is the year of "sky bridges".
And this "sky" bridge at HDB Casa Clementi should be considered the Mother of all sky bridges...
Look at the two photos, it must costs quite alot of money to build an oval elderly friendly link bridge.
BUT, we do pity the person pushing say a wheel chair from the ground up onto this ramp very elaborate rap.
For heaven's sake, all blocks have lift and they also stop at this "garden" area.
In my opinion, no wonder, why the price of new government or rather PUBLICH housing home priceshave shot-up! SOME ONE MUST have been made to subsidise such elaborate structures... GUESS WHO?

Here are the main points from this page about the Low Sky Bridge and Garden @ Punggol Sapphire:
image.png

  • 🌿 Roof Gardens in HDB Estates

    • Early Punggol estates pioneered roof gardens atop multi-storey car parks, replacing the traditional car-park rooftop design.

    • Today, most HDB multi-storey car parks (MSCPs) feature rooftop gardens as a standard design element.

  • 🌉 Unique Sky Bridge Feature

    • Punggol Sapphire estate is notable for its two halves, built by different contractors, connected by sky bridges leading to shared rooftop gardens.

    • The linking bridge between the two car-park rooftops is considered a distinctive architectural feature of the estate.

  • 🏗️ Expansion of Sky Bridges

    • By 2012, sky bridges became a trend in new estates, with Casa Clementi’s oval-shaped, elderly-friendly link bridge described as the “Mother of all sky bridges.”

    • These elaborate structures, while visually striking, raised concerns about cost and practicality (e.g., difficulty for wheelchair users on ramps).

  • 💰 Impact on Housing Prices

    • The construction of such elaborate sky bridges and rooftop gardens is suggested to have contributed to rising public housing prices, with costs ultimately borne by residents.

In essence, the page highlights how Punggol Sapphire’s sky bridges and rooftop gardens represent a shift in HDB design trends, blending aesthetics and community space, but also sparking debate about cost and accessibility.
