This is more a "Chinese thing". As the seventh LUNAR month is considered by the Chinese as the "Ghost Month".
During this seventh lunar month, it is said that ghosts and spirits are released from the lower realm and allowed to roam freely on our physical earth.

However, the first day of 7th month starts on:-

Western: 27 Jul 2014 (Sun)

Lunar: 2014, 7th month, 1 day

And the last day is:-

Western: 24 Aug 2014 (Sun)

Lunar: 2014, 7th month, 29 day
Thus for 2014, it does not fall in September. In certain years; the Chinese 7th lunar month may fall in September. But for this year it is in late Jul to late August 2014. Here, many Chinese not only avoid moving house but also getting married in that month.
