Yes, you are correct. One cannot place a water feature on a public road in front of such houses. Thus, this is overall considered a `bad layout'.
To lessen the blow, it is utmost important for the main door to be `protected'.
Another method is to place a water feature (if there is sufficient space in the frontage of each house to balance the house. This should reduce the `impact' for a specific house but not for it's neighbours unless they do the same.
Another method most commonly used is to use the Ba Gua mirror (IF) the main door or a window is left `unprotected'.
As you mentioned, if possible, avoid buying such a house.
