Dear Anon,
1. The concept: "If it cannot be seen it is no longer a threat" applies here.
2. Therefore, IF, your unit or apartment is higher than the water tank which is often enclosed in a metal container; this is often not a threat to you.
3. But if your unit faces the water tank; often, we perceive this as an 'ugly sight'. Thus, the sight of such tanks - often has to do more with "Human or Man" factors i.e. our visual perception, than actually Feng Shui. It is not like the tank is going to burst open etc...
4. On a commonsense approach to Feng Shui, it has to do more with the idea that if the roof is inadequately reinforced, there may be a situation that it could collapse on someone's unit below it.
5. The idea of an open water position has to do with evaporation. This evaporation of water creates "vapour" whether positive or negative - depending on the situation. If the wind carries this vapour towards your unit, then, it can have an effect on one's home. For one, more humidity....
Warmest Regards,
Cecil

Dear Cecil,
I am thinking of buying a
house with a tall water tank
of the residential estate
behind. Is this a water
feature that acts like a
river/sea/pond which will be
inauspicious if located at the
back of the house?
Please kindly advise. Thank
you
