Disturbing Grand Duke by Tiger person

Dear Cecil,
I think my father has made a big mistake. He was born in 1938 (Strong Water
Tiger). It is said that he is not allowed to do any renovations this year.
Unless, the bad effect will follow him for 12 years (CMIIW). But he did to
the house I am going to move. Moreover, some portion of SW3 has been
disturbed. I've told him to let the work to the workers. However, he watches
the renovation everyday and gives instructions.
The probable good news is we haven't moved to that house yet and my father
won't stay there soon coz he lives in another city. FYI, the house I'm going
to move is not a brand new house. Perhaps it was built in periode 6 and has
major renovation in 2003. May I consider that house as a brand new house
since we haven't moved so that no effect for us? What could be the effect to
my father?
Is it good to move house during Jin Ming periode?

Dear Wasis,
Majority of the Chinese avoid moving house either in the Ching Ming month ie. this year is next month 4 April. And often for the duration of two weeks starting from this day.

I've got the point: I should move after 18 April 2004. However, there is run yue
this year. So, when is the safe time (the starting date) to move?
