1. Frankly there are no encyclopedia or that procedures must be cast in stone. 2. For example, some China linked condo/EC developers simply do the handover of keys at the club house. Here, the home owner would go up to their brand new home that does not have electricity. 3. It is like a chicken and egg thing. How to indent power / electricity on the first day of key collection? 4. For re-sale homes, often the previous owner would often "cut-off" their PUB account on or before the day of hand-over so as not to lose money to a home where they no longer live. 5. Thus frankly, what you mentioned is more common than what you have imagined. And you are not the first nor last to face such a common situation.

HDB Main Gate facing T-Junction
In my opinion, no. Especially since HDB Block 76 is buffered by Kim Keat House. And Lorong Ampas is considered as a "minor" road mainly used as a service road for around 10 to 11 buildings and (2 temples). Furthermore, traffic movement on such a road is not expected to reach max of 30 KPH. Furthermore, certainly not for a unit at 13th storey's high in Block 76. If one is facing some issues or concerns, can certainly rule the above out. Scientifically, How to trouble shoot issues or concerns? Via Habit No. 1:

Hallo, When finding out your sign the form asks me to put in the time of birth. For which time zone should the time be? Or, does it not matter? Thank you Reply: Hi [name hidden] Our view is that there is no need to apply any timezone changes to the ba zi. This is because GMT timezone is not really the most perfect way to determine your location factor. You can read more from this link, under the Applying Location Factor into Ba Zi. URL: https://bazifaq.geomancy.net/ Hence, just use the time of birth as per your local timezone. Which means for example, if you are living in UK, and born in UK, then use your local time as per your local timezone in UK. This way the report generated will also be automatically adjusted to your local timezone which will eventually balance itself out. The only time you may need to consider probably doing a one-time GMT conversion is say where there are two persons born in different country but then they are married and staying together in the country where they plan to retire. Such as one born in UK, one born in Thailand, but they will plan to get married live and stay in UK. Then you might want to consider doing a one-time conversion for the person born in Thailand to the same timezone as the one born in UK. This way all the compatibility and auspicious date will be localized to UK, when you use it. Otherwise, there is really no need to do so. As this will only complicate the report even further if not done properly. So just put in the time of birth as per your local time of birth, and apply the ba zi and auspicious date as per your local timezone. The ba zi was originally designed to work even without the hour of birth. So actually the hour of birth doesn't affect the main luck pillars as much since they are usually based on the month and year pillar. It only affects how your five element percentage which can be affected depending on what the hour pillars elements maybe.
